Narrative:
On or about 1/mon/90, the joint readiness training command started an operation at fort chaffee, which is 2 mi southeast of fsm. As part of the exercise the army set up a fueling station 5-6 mi west of the airport. The location was on final to runway 7-25, which is the only INS runway at fsm. This was never coordinated with ATC. 20-30 times in the next few days helicopter's flew all around final at an altitude which put them in close proximity with arrival aircraft to fsm. This was a very unsafe condition. Management at the tower was advised of the trouble, but failed to take any action. Trouble with poor planning by the army and failure to coordinate with ATC happens on a regular basis. Every rotation of training, by the join readiness training command, subjects GA and air taxis to risk at fsm.
