Narrative:

On leaving togiak, talked to dillingham FSS on togiak remote. Dillingham WX was good VFR. I had a 30 min flight to dillingham. 10 mi out I filed IFR with anchorage center and got clearance for the approach to dillingham. What caused the problem was low visibility due to fog and snow.

Title: PART 135 SINGLE ENGINE, SINGLE PLT ACFT ENROUTE UNDER VFR ENCOUNTERS IMC AND FILES IFR FOR THE APCH AT DILLINGHAM, AK.

Narrative: ON LEAVING TOGIAK, TALKED TO DILLINGHAM FSS ON TOGIAK REMOTE. DILLINGHAM WX WAS GOOD VFR. I HAD A 30 MIN FLT TO DILLINGHAM. 10 MI OUT I FILED IFR WITH ANCHORAGE CENTER AND GOT CLRNC FOR THE APCH TO DILLINGHAM. WHAT CAUSED THE PROBLEM WAS LOW VISIBILITY DUE TO FOG AND SNOW.
