Narrative:
On leaving togiak, talked to dillingham FSS on togiak remote. Dillingham WX was good VFR. I had a 30 min flight to dillingham. 10 mi out I filed IFR with anchorage center and got clearance for the approach to dillingham. What caused the problem was low visibility due to fog and snow.
