Narrative:
While working radar approach departure control mlt X, a helicopter, type unknown, called requesting radar service. The aircraft reported departing ft chaffee northbound which is against our LOA with the army at ft chaffee. The aircraft was identified as it crossed a 5 mi final for runway 25 at ft smith municipal climbing to 5000'. Although no violation of the FARS was committed, this breach of procedure which occurs on a regular basis, presents a definite collision hazard for aircraft into and out of the ft smith airport.

Title: MIL ACFT OPERATED CONTRARY TO LETTER OF AGREEMENT WITH LCL ATC.
Narrative: WHILE WORKING RADAR APCH DEP CTL MLT X, A HELI, TYPE UNKNOWN, CALLED REQUESTING RADAR SERVICE. THE ACFT REPORTED DEPARTING FT CHAFFEE NBOUND WHICH IS AGAINST OUR LOA WITH THE ARMY AT FT CHAFFEE. THE ACFT WAS IDENTIFIED AS IT CROSSED A 5 MI FINAL FOR RWY 25 AT FT SMITH MUNI CLIMBING TO 5000'. ALTHOUGH NO VIOLATION OF THE FARS WAS COMMITTED, THIS BREACH OF PROC WHICH OCCURS ON A REGULAR BASIS, PRESENTS A DEFINITE COLLISION HAZARD FOR ACFT INTO AND OUT OF THE FT SMITH ARPT.
