Narrative:
Background information: aircraft in left reentry's at hill AFB (3 NM so of ogd) are restr by hill AFB tower to remain at or above 6800' MSL. VFR aircraft arriving or departing the ogd air traffic area from the southwest through north are restr at or below 5600' MSL (field elevation 4470' MSL). However, there is no restriction for VFR aircraft northeast through south. Incident: an fgt on a left reentry (VFR) at hill AFB appeared to be low as it entered my airspace. I requested the altitude from hill tower. Hill replied that the pilot said he was at 6800' MSL. With the WX rather low I requested a base estimate from the fgt through hill tower. Approximately 20 seconds after being told the fgt was at 6800' MSL, I was told that the pilot was reporting bases of 6800' MSL. I had visibility with the fgt at all times in my airspace and the aircraft never entered the cloud deck. I was reporting '30 scattered M 41 broken 70 overcast.' erroneous reports from pilots, be it GA or military, serves no one in the system.

Title: MIL PLT POSSIBLY FLEW THROUGH THE CIVILIAN ATA BELOW THE APPROVED ALT IN LETTER OF AGREEMENT.
Narrative: BACKGROUND INFO: ACFT IN LEFT REENTRY'S AT HILL AFB (3 NM SO OF OGD) ARE RESTR BY HILL AFB TWR TO REMAIN AT OR ABOVE 6800' MSL. VFR ACFT ARRIVING OR DEPARTING THE OGD ATA FROM THE SW THROUGH N ARE RESTR AT OR BELOW 5600' MSL (FIELD ELEVATION 4470' MSL). HOWEVER, THERE IS NO RESTRICTION FOR VFR ACFT NE THROUGH S. INCIDENT: AN FGT ON A LEFT REENTRY (VFR) AT HILL AFB APPEARED TO BE LOW AS IT ENTERED MY AIRSPACE. I REQUESTED THE ALT FROM HILL TWR. HILL REPLIED THAT THE PLT SAID HE WAS AT 6800' MSL. WITH THE WX RATHER LOW I REQUESTED A BASE ESTIMATE FROM THE FGT THROUGH HILL TWR. APPROX 20 SECS AFTER BEING TOLD THE FGT WAS AT 6800' MSL, I WAS TOLD THAT THE PLT WAS RPTING BASES OF 6800' MSL. I HAD VIS WITH THE FGT AT ALL TIMES IN MY AIRSPACE AND THE ACFT NEVER ENTERED THE CLOUD DECK. I WAS RPTING '30 SCATTERED M 41 BROKEN 70 OVCST.' ERRONEOUS RPTS FROM PLTS, BE IT GA OR MIL, SERVES NO ONE IN THE SYS.
