Narrative:
I departed allaire airport in belmar, nj at approximately XX30 en route VFR to hartford brainard in ct after filing VFR flight plan via li macarthur to hartford at 5500'. Immediately after takeoff I attempted to activate my flight plan, while climbing to the filed altitude. I first tried millville FSS, then ny approach, both without success and finally made contact with li macarthur. They referred me to another kennedy approach frequency with whom I activated my flight plan and whom I advised of my intention to enter the macarthur arsa. A few mins later kennedy advised that I had apparently entered the TCA without permission and that I might receive a call. After realizing I might have entered the TCA without permission I immediately commenced a descent to below 1500 and proceeded toward li macarthur. If I had entered the TCA without permission it was the result of several factors. First, radio contact was delayed long enough that I entered the outer limit of the TCA. Second, I erroneously assumed that by activating my flight plan I would have permission to fly the altitude filed, and finally, I believed that by requesting radar advisories I would be permitted entry into the TCA by the time I reached its border.

Narrative: I DEPARTED ALLAIRE ARPT IN BELMAR, NJ AT APPROX XX30 ENRTE VFR TO HARTFORD BRAINARD IN CT AFTER FILING VFR FLT PLAN VIA LI MACARTHUR TO HARTFORD AT 5500'. IMMEDIATELY AFTER TKOF I ATTEMPTED TO ACTIVATE MY FLT PLAN, WHILE CLIMBING TO THE FILED ALT. I FIRST TRIED MILLVILLE FSS, THEN NY APCH, BOTH WITHOUT SUCCESS AND FINALLY MADE CONTACT WITH LI MACARTHUR. THEY REFERRED ME TO ANOTHER KENNEDY APCH FREQ WITH WHOM I ACTIVATED MY FLT PLAN AND WHOM I ADVISED OF MY INTENTION TO ENTER THE MACARTHUR ARSA. A FEW MINS LATER KENNEDY ADVISED THAT I HAD APPARENTLY ENTERED THE TCA WITHOUT PERMISSION AND THAT I MIGHT RECEIVE A CALL. AFTER REALIZING I MIGHT HAVE ENTERED THE TCA WITHOUT PERMISSION I IMMEDIATELY COMMENCED A DSCNT TO BELOW 1500 AND PROCEEDED TOWARD LI MACARTHUR. IF I HAD ENTERED THE TCA WITHOUT PERMISSION IT WAS THE RESULT OF SEVERAL FACTORS. FIRST, RADIO CONTACT WAS DELAYED LONG ENOUGH THAT I ENTERED THE OUTER LIMIT OF THE TCA.
