Narrative:

Atx X departed runway 21 IFR to mke from atw. Before clearing the aircraft for takeoff I scanned the southern quadrant and observed no other aircraft. I changed atx X approximately 1 mi south of the departure end of runway 21 and the crew at that time notified me that an small aircraft had overflown them approximately 200'. I then continued scanning the skies and eventually observed the small aircraft to the west of atx X. I was not in radio contact with the small aircraft. Grb radar and msp radar followed the small aircraft until stephens point where he dropped off radar. I feel the only way to monitor such air traffic area violations and to be able to pass relevant traffic to other aircraft is for atw to be provided a BRITE scope.

Title: SMA CAME IN CLOSE PROX TO A DEP ATX WITHIN THE ATA.

Narrative: ATX X DEPARTED RWY 21 IFR TO MKE FROM ATW. BEFORE CLEARING THE ACFT FOR TKOF I SCANNED THE SOUTHERN QUADRANT AND OBSERVED NO OTHER ACFT. I CHANGED ATX X APPROX 1 MI S OF THE DEP END OF RWY 21 AND THE CREW AT THAT TIME NOTIFIED ME THAT AN SMA HAD OVERFLOWN THEM APPROX 200'. I THEN CONTINUED SCANNING THE SKIES AND EVENTUALLY OBSERVED THE SMA TO THE W OF ATX X. I WAS NOT IN RADIO CONTACT WITH THE SMA. GRB RADAR AND MSP RADAR FOLLOWED THE SMA UNTIL STEPHENS POINT WHERE HE DROPPED OFF RADAR. I FEEL THE ONLY WAY TO MONITOR SUCH ATA VIOLATIONS AND TO BE ABLE TO PASS RELEVANT TFC TO OTHER ACFT IS FOR ATW TO BE PROVIDED A BRITE SCOPE.
