Narrative:
En route from U12 to 3HE wbound 2500 MSL cleared through ptk air traffic area by tower. Tower advised traffic left ahead 1 mi, then tower advised immediate descent 200'. No traffic visible on initial advisory, upon receiving descent warning saw small aircraft passing. His course of flight was 90 degree to ours. Other aircraft not in contact with tower. Aircraft number later verified by tower. Tower then made radio contact with other aircraft and asked that he contact tower when flying through air traffic area in future. Upon clearing air traffic area I asked tower if I had aircraft number correctly and tower affirmed. Other aircraft had lights on but was not visible in morning light condition somewhat against the sun until tower advised evasive action. Conclusion: small aircraft pilot is not properly informed regarding operations in air traffic area and should be reminded of same.

Narrative: ENRTE FROM U12 TO 3HE WBOUND 2500 MSL CLRED THROUGH PTK ATA BY TWR. TWR ADVISED TFC LEFT AHEAD 1 MI, THEN TWR ADVISED IMMEDIATE DSCNT 200'. NO TFC VISIBLE ON INITIAL ADVISORY, UPON RECEIVING DSCNT WARNING SAW SMA PASSING. HIS COURSE OF FLT WAS 90 DEG TO OURS. OTHER ACFT NOT IN CONTACT WITH TWR. ACFT NUMBER LATER VERIFIED BY TWR. TWR THEN MADE RADIO CONTACT WITH OTHER ACFT AND ASKED THAT HE CONTACT TWR WHEN FLYING THROUGH ATA IN FUTURE. UPON CLEARING ATA I ASKED TWR IF I HAD ACFT NUMBER CORRECTLY AND TWR AFFIRMED. OTHER ACFT HAD LIGHTS ON BUT WAS NOT VISIBLE IN MORNING LIGHT CONDITION SOMEWHAT AGAINST THE SUN UNTIL TWR ADVISED EVASIVE ACTION. CONCLUSION: SMA PLT IS NOT PROPERLY INFORMED REGARDING OPERATIONS IN ATA AND SHOULD BE REMINDED OF SAME.
