Narrative:

We took off with some melting packed snow on the runway west/O taking a weight reduction and V1 correction, the operating manual requires a weight reduction and V1 correction for icy runway. There is confusion over the definition of 'icy' runway. A total of 3 capts were looking at the same runway while we were there. One of the capts was going to take the weight reduction, the other 2 were not. We need a good definition of what 'icy runway' is.
