Narrative:
Night cargo flight returning to teb. Clear VFR night, calm winds. Teb is noise abatement confign, landing 01, departing 19. Visibility approach on left box for 01. 2 aircraft departing 19 making right turns swbnd. First aircraft airborne was given traffic (us) and reported traffic insight. Advised by tower to maintain visibility sep. I told tower that we did not have traffic in sight, even though he had his landing lights on we didn't see them against the background of ground lights. I believe he was actually in a field of parking lot lights of similar color/brightness with little relative motion as was climbing toward us. Slight evasive action was taken by both aircraft. Suspicions that he had not been paying attention to maintaining visibility sep.

Title: CARGO FLT INBOUND TOLD THAT DEPARTING ACFT, TURNING TOWARD HIM, HAD ACFT IN SIGHT. EVASIVE ACTION REQUIRED.
Narrative: NIGHT CARGO FLT RETURNING TO TEB. CLR VFR NIGHT, CALM WINDS. TEB IS NOISE ABATEMENT CONFIGN, LNDG 01, DEPARTING 19. VIS APCH ON LEFT BOX FOR 01. 2 ACFT DEPARTING 19 MAKING RIGHT TURNS SWBND. FIRST ACFT AIRBORNE WAS GIVEN TFC (US) AND RPTED TFC INSIGHT. ADVISED BY TWR TO MAINTAIN VIS SEP. I TOLD TWR THAT WE DID NOT HAVE TFC IN SIGHT, EVEN THOUGH HE HAD HIS LNDG LIGHTS ON WE DIDN'T SEE THEM AGAINST THE BACKGROUND OF GND LIGHTS. I BELIEVE HE WAS ACTUALLY IN A FIELD OF PARKING LOT LIGHTS OF SIMILAR COLOR/BRIGHTNESS WITH LITTLE RELATIVE MOTION AS WAS CLBING TOWARD US. SLIGHT EVASIVE ACTION WAS TAKEN BY BOTH ACFT. SUSPICIONS THAT HE HAD NOT BEEN PAYING ATTN TO MAINTAINING VIS SEP.
