Narrative:

I was given clearance for an ILS approach to runway 14. I flew through the course and had no indication of the localizer. I was rerted and given clearance for a second ILS approach to runway 14, flew through the course, and had no localizer indication. At that time due to equipment failure of the #1 and #2 navigation units, I requested and received a no-gyro surveillance approach to runway 14. The first approach ended in a missed approach due to too far right of course. The second approach ended with a full stop landing runway 14.
