Narrative:
After receiving ATC clearance from fpo ground, heard instruction from an aircraft to taxi into position and hold. Not uncommon at foreign airports. Acknowledged and taxied into position on runway 6 (only runway is 6-24). Immediately advised by ground control that we had not been cleared into position and to contact tower immediately. Tower cleared us for takeoff. The radio call in question was clearly heard by myself and the captain (a new captain undergoing initial on-line training). Suspect that this transmission was deliberately made by another aircraft on the ground. We were working pilots for an air carrier which was struck by alpa. Several air carrier aircraft were on the ground and have been hostile to us in the past yr. It is impossible to determine which of the aircraft made the transmission.

Title: ACR CLEARED TO POSITION AND HOLD BY ANOTHER ACFT ON GND. GND CTLR SAIDNOT CLEARED, CONTACT TWR WHO GAVE TKOF CLRNC.
Narrative: AFTER RECEIVING ATC CLRNC FROM FPO GND, HEARD INSTRUCTION FROM AN ACFT TO TAXI INTO POS AND HOLD. NOT UNCOMMON AT FOREIGN ARPTS. ACKNOWLEDGED AND TAXIED INTO POS ON RWY 6 (ONLY RWY IS 6-24). IMMEDIATELY ADVISED BY GND CTL THAT WE HAD NOT BEEN CLRED INTO POS AND TO CONTACT TWR IMMEDIATELY. TWR CLRED US FOR TKOF. THE RADIO CALL IN QUESTION WAS CLEARLY HEARD BY MYSELF AND THE CAPT (A NEW CAPT UNDERGOING INITIAL ON-LINE TRNING). SUSPECT THAT THIS XMISSION WAS DELIBERATELY MADE BY ANOTHER ACFT ON THE GND. WE WERE WORKING PLTS FOR AN ACR WHICH WAS STRUCK BY ALPA. SEVERAL ACR ACFT WERE ON THE GND AND HAVE BEEN HOSTILE TO US IN THE PAST YR. IT IS IMPOSSIBLE TO DETERMINE WHICH OF THE ACFT MADE THE XMISSION.
