Narrative:
I was flying from north myrtle beach, sc (cre) to atlantic city, nj (acy) at 5000' on an instrument flight plan in VFR conditions in the north sector of norfolk, va approach. This sector didn't seem to be very busy. After flying well north of ccv cape charles, I expected to be handed off to patuxent approach. I did not hear anything from norfolk approach so I called and requested a radio check. Norfolk said I was 'weak but clear.' this call apparently didn't jog his memory, hence after another 10 mi or so, I called norfolk and asked if I was still in his sector. He asked for my position, which I gave him in relation to snow hill VOR. He told me to squawk XXXX and remain VFR. I told him I was on an IFR flight plan and should I contact patuxent? He told me 'stand by.' he was barely audible. After another 5 mins or so I contacted patuxent approach and told them I was with them at 5000. I got the impression he was expecting to hear from. The remaining legs of the flight continued uneventfully. From my position as pilot, I don't know how this problem could be corrected.
