Narrative:
Small aircraft X contacted approach control giving my position (approximately 15 mi to the southeast) and altitude (2000 ft) requesting inbound with a full stop and identing myself as a student pilot. Approach control gave me instructions for identify code, turn to heading 300 and maintain 1600 ft until notified to change. I acknowledged this and complied. About 30 seconds later, approach control contacted me again and repeated the same heading and altitude. Again I acknowledged and I was on a 300 degree heading and at 1600 ft. As I approached the airport (in-sight) at this point I was waiting for a heading change. None came. By this time, I was heading for a bad position (past the departure end of runway 6). The active runway was 6. I noticed a twin engine aircraft departing (there was too much air traffic on the radio for me to contact approach control). I took evasive action and turned right and climbed. The departing aircraft turned right after takeoff. At this time, approach control told me to switch to the tower frequency. I contacted the tower and was given a position for final approach. After landing, the tower told me to contact them when I reached the hangar. I did and we discussed the situation as I just described. Tower said they saw me take evasive action but gave no indication why I got into this position. The other aircraft, air carrier Y, made a complaint to the tower.

Title: SMA X UNCOORD PENETRATION OF ISP ATA ARSA HAD CONFLICT WITH ACR Y. EVASIVE ACTION TAKEN. SEE AND AVOID CONCEPT. OPDEV.
Narrative: SMA X CONTACTED APCH CTL GIVING MY POS (APPROX 15 MI TO THE SE) AND ALT (2000 FT) REQUESTING INBOUND WITH A FULL STOP AND IDENTING MYSELF AS A STUDENT PLT. APCH CTL GAVE ME INSTRUCTIONS FOR IDENT CODE, TURN TO HDG 300 AND MAINTAIN 1600 FT UNTIL NOTIFIED TO CHANGE. I ACKNOWLEDGED THIS AND COMPLIED. ABOUT 30 SECONDS LATER, APCH CTL CONTACTED ME AGAIN AND REPEATED THE SAME HDG AND ALT. AGAIN I ACKNOWLEDGED AND I WAS ON A 300 DEG HDG AND AT 1600 FT. AS I APCHED THE ARPT (IN-SIGHT) AT THIS POINT I WAS WAITING FOR A HDG CHANGE. NONE CAME. BY THIS TIME, I WAS HDG FOR A BAD POS (PAST THE DEP END OF RWY 6). THE ACTIVE RWY WAS 6. I NOTICED A TWIN ENG ACFT DEPARTING (THERE WAS TOO MUCH AIR TFC ON THE RADIO FOR ME TO CONTACT APCH CTL). I TOOK EVASIVE ACTION AND TURNED R AND CLBED. THE DEPARTING ACFT TURNED R AFTER TKOF. AT THIS TIME, APCH CTL TOLD ME TO SWITCH TO THE TWR FREQ. I CONTACTED THE TWR AND WAS GIVEN A POS FOR FINAL APCH. AFTER LNDG, THE TWR TOLD ME TO CONTACT THEM WHEN I REACHED THE HANGAR. I DID AND WE DISCUSSED THE SITUATION AS I JUST DESCRIBED. TWR SAID THEY SAW ME TAKE EVASIVE ACTION BUT GAVE NO INDICATION WHY I GOT INTO THIS POS. THE OTHER ACFT, ACR Y, MADE A COMPLAINT TO THE TWR.
