Narrative:
While on a VFR flight from cho (va) to W00 (md), washington approach/departure brought us over dca at 3500' and changed the squawk to that of andrews radar. We were instructed to descend to 2500' and contact andrews, on 119.3. We began the descent, and changed to 119.3 after acknowledging washington departure. About the time we arrived at 119.3, we were coming down to 2500', we leveled off and waited for andrews to clear the frequency. They were advising some aircraft to turn 'immediately 270 degree, repeat, left turn 270 degree.' out the left window 3/4-1/2 mi (9:30-10 O'clock position) was an mlt on final approach. The jet began a left turn (360 degree) and I immediately began a descent. I leveled off at 2000' and passed 500' below the jet 10-15 seconds later. I believe a lack of coordination between the dca controller and the andrews controller led to this incident. I was vectored into and across the final approach path at andrews by the washington departure controller. I contacted andrews AFB and requested the supervisor of the radar room. He indicated that he had been on duty and was aware of the incident. He confirmed that the problem was a coordination problem. Dca turned us over to andrews late and as a result, the mlt was turned.

Title: CFI AND STUDENT ON A TRAINING FLT IN AN SMA ENROUTE FROM CHO TO W00 HAVE A CLOSE CONFLICT WITH AN MLT ON APCH INTO ANDREWS AFB DUE TO A LATE HANDOFF FROM DCA APCH TO ANDREWS RADAR.
Narrative: WHILE ON A VFR FLT FROM CHO (VA) TO W00 (MD), WASHINGTON APCH/DEP BROUGHT US OVER DCA AT 3500' AND CHANGED THE SQUAWK TO THAT OF ANDREWS RADAR. WE WERE INSTRUCTED TO DSND TO 2500' AND CONTACT ANDREWS, ON 119.3. WE BEGAN THE DSCNT, AND CHANGED TO 119.3 AFTER ACKNOWLEDGING WASHINGTON DEP. ABOUT THE TIME WE ARRIVED AT 119.3, WE WERE COMING DOWN TO 2500', WE LEVELED OFF AND WAITED FOR ANDREWS TO CLEAR THE FREQ.
