Narrative:
2/90, I reported over the blue water tower, downtown mesa, az, and was told to report a 2 mi final for 04R, despite the ATIS instruction that 22 was the active runway. As I proceeded on final to 04R, I heard several calls from other aircraft coming in from the north and northeast, and thought at that time I would receive new instructions. When I reached the 2.5 mi to T/D mark, I was told to sidestep to the left, which I did, and landed on 04L after hearing a clearance to land. Afterward I was told by the tower chief that the controller meant for me to offset to the left, prior to giving me new instructions to land on 22L. In my opinion, the controller was excited, used poor planning and used non-standard terminology. 2 other pilots onboard my aircraft and 1 in the air will attest to the confusion created by the controller. After landing a more senior controller took over and began to restore order. Closer supervision of trnee controllers is indicated.

Title: GA SMA LANDED ON RWY 4L AT FFZ AND AFTER LNDG WAS TOLD ATCT DEVELOPMENTAL CTLR HAD MEANT FOR THE ACFT TO FLY A DOWNWIND TO RWY 22L.
Narrative: 2/90, I RPTED OVER THE BLUE WATER TWR, DOWNTOWN MESA, AZ, AND WAS TOLD TO RPT A 2 MI FINAL FOR 04R, DESPITE THE ATIS INSTRUCTION THAT 22 WAS THE ACTIVE RWY. AS I PROCEEDED ON FINAL TO 04R, I HEARD SEVERAL CALLS FROM OTHER ACFT COMING IN FROM THE N AND NE, AND THOUGHT AT THAT TIME I WOULD RECEIVE NEW INSTRUCTIONS.
