Narrative:
I took the handoff on aircraft X still in ZLA07's airspace just north of sgu. The aircraft was at 11000 feet. The minimum enroute altitude on V235 which is what he was filed is 12400 feet. ZLA07 called and apologized and gave me control of the aircraft and I then climbed him to 13000 feet. The ZLA07 controller should probably go over the MEA and mia's in his airspace.
