Narrative:

Airport conditions: low fog covering most of the field. The runway T/D zone was visible from 10 mi away and was visible throughout entire approach to landing. The rest of runway was obscured by the fog. Published RVR 2400' minimums required for approach. Flight conditions: unlimited visibility throughout approach till just prior to T/D (50' AGL). Problem: I was a high minimums captain (far 121.652). I had read the appropriate material on high minimums operations the day before and believed wrongly that all CAT I ILS approachs required RVR 4500' for me to start an approach. Chain of events: initially cleared for the approach with reported RVR greater than 6000'. Prior to G/south intercept RVR reported at 3000'. I discontinued approach and informed controller I required RVR 4500' to continue. Controller came back and said RVR had risen to 4500' and reclred us for the approach. I descended, intercepted the G/south and made uneventful landing. Several days later I reread the material on high minimums operations and realized my error. With a published RVR 2400' I as a high minimums captain required RVR 5000' to initiate an approach.
