Narrative:
Taxiing for takeoff on runway 30. We came upon signs '30' red with white numbers indicating runway intersection with taxiway west 1 and west 2. It was obvious because of REIL and taxiway lights that this was not runway 30 so we continued (after talking to tower again). Then we came on to more signs '30' red with white numbers indicating runway 30. This time it was the runway. We stopped and I called tower and advised that we were holding short of runway 30, that we had signs in front and behind us indicating runway 30. He explained that the first set was for the ILS hold short point for runway 1L. Runway signs '30' should always indicate that the runway is the next intersection. In poor visibility, using only the signs for runway 30, I believe you could use taxiway N1 for runway 30 by mistake.

Title: ACR ACFT IN TAXI SITUATION NOT SURE OF MEANING OF BLOCK SIGN WITH MARKING OF 30 ON IT. SHOULD INDICATE THE HOLD SHORT POINT FOR RWY 30 BUT THEY WERE NOT YET AT THAT POINT. REPORTER ASKS FOR CLARIFICATION. TWR GIVE AMBIGUOUS RESPONSE.
Narrative: TAXIING FOR TKOF ON RWY 30. WE CAME UPON SIGNS '30' RED WITH WHITE NUMBERS INDICATING RWY INTXN WITH TXWY W 1 AND W 2. IT WAS OBVIOUS BECAUSE OF REIL AND TXWY LIGHTS THAT THIS WAS NOT RWY 30 SO WE CONTINUED (AFTER TALKING TO TWR AGAIN). THEN WE CAME ON TO MORE SIGNS '30' RED WITH WHITE NUMBERS INDICATING RWY 30. THIS TIME IT WAS THE RWY. WE STOPPED AND I CALLED TWR AND ADVISED THAT WE WERE HOLDING SHORT OF RWY 30, THAT WE HAD SIGNS IN FRONT AND BEHIND US INDICATING RWY 30. HE EXPLAINED THAT THE FIRST SET WAS FOR THE ILS HOLD SHORT POINT FOR RWY 1L. RWY SIGNS '30' SHOULD ALWAYS INDICATE THAT THE RWY IS THE NEXT INTXN. IN POOR VISIBILITY, USING ONLY THE SIGNS FOR RWY 30, I BELIEVE YOU COULD USE TXWY N1 FOR RWY 30 BY MISTAKE.
