Narrative:

First officer flying turned to intercept J-6 fast at pmd failed to adequately correct for wind in a timely manner, drifted about 10 degree north at about 17 mi coming to edge of edwards AFB control area. I was preoccupied with other communications until ZLA vectored us away from restr area. We are still dealing with preoccupation in a 2 man aircraft and the airline hiring surge has brought into the industry some personnel inadequately trained in some basic maneuvers. The supervision task has become almost overwhelming
