Narrative:

I was given a relief briefing from the local controller. I assumed the position with no questions. I cleared aircraft X for takeoff runway 7L at taxiway east. I immediately overheard the relieved controller ask the lake hood controller where was the chickaloon departure (I was not told about a chickaloon departure off lake hood). I immediately cancelled the departure clearance for aircraft X. Her comment was 'that is why we have the overlap.' this is a huge problem with the controllers not using the placard or memory aid that we put in place. The controller also told me during the briefing that the airport vehicle was on the runway doing a runway check. The vehicle was in fact at taxiway juliet and off the runway.suggest that a placard be made showing ckd and lsd. This can be placed in the hot box of the runway that it effect.
