Narrative:

I was working feeder east 1/2 and dallas east combined. Aircraft X climbed; clear of traffic; into my airspace; presumably using prearranged airspace; without displaying the aircraft to me. This is probably the sixth or seventh report of this nature that I have filed and will continue to file them until told otherwise. The reason I am filing these is to protect myself from management's accusation that I might have knowingly allowed aircraft to penetrate my airspace without taking action. In a briefing shortly after the issuance of the cease and desist our management; stated that 'if they are taking down one; it's just as easy to take down two'; in regards to aircraft in your airspace without a point out. I took this to mean that I am just as liable; as the airspace owner; as the person violating the airspace. I would like to point out that the constant scouring the video map for airspace violators takes focus away from the actual operation; which; in my opinion; makes the entire operation less safe.1) stop the cease and desist.2) a workgroup needs to be formed to overhaul the airspace; including prearranged airspace; to make sure that we are not because of faulty procedures violating airspace unwillfully.

Title: D10 Controller reported of an unsafe situation where another Controller did not use the Pre-Arranged Coordination Procedures (PACP) correctly leading to an airspace violation.
