Narrative:
While performing a safety audit; observed the marshaller (lead) give the clear to approach to [the] left wingwalker when right engine still running and beacon light still flashing. Advised marshaller to give all clear when both engines are turned off and beacon light off. He was not going to follow this procedure until properly trained. Passed this information to supervisor.
