Narrative:
The pre departure clearance instructions were to climb via the BUNZZ3 RNAV SID. Tower issued a heading in the takeoff clearance without restating the altitude. When we questioned him and asked for an altitude assignment; he did not understand why we were asking. ATC can't vector you off an RNAV SID with previous instructions to climb via without restating the altitude. Iad tower makes this mistake all the time. This is my second report for the same issue and at least the 10th time I've experienced the exact same thing here at iad.furthermore; when you check in with departure control the first thing they do is clear you back on course via the RNAV SID. Why does tower issue a heading only to have departure control send us back to the SID one minute later? This can't be for separation as we were the only plane departing at the time. They need to coordinate better and not bother us with unnecessary communications and vectors during a critical phase of flight.
