Narrative:
During preflight planning I noticed that enroute NOTAM 0703 was not in our paper work. I called dispatch about this. I was informed that in the last 3 days of planning; this NOTAM; which requires a position report passing W141 on HF; had only been in the actual paperwork once. Given the fact that flights are being violated for not adhering to this NOTAM; one would think it relevant that it be included in the paperwork. I advocate once again; that actionable notams such as this; be reviewed by dispatchers and discussed with the flight crew when they are called during preflight planning. In addition; instead of having notams printed in numeric order; have these types separated out; so it will not get lost in the myriad of balloon notams or other such items. There obviously needs something to be done if we are at risk of violations; and these notams are firstly not being given to crews; and secondly; should be somehow 'highlighted' given the amount of notams we receive.
