Narrative:
Inbound log stated that; referencing a deferred item; 2 valves should be closed but showed open on ECAM screen. Upon verification of MEL procedures; we found none of the physical work to inoperative the 2 valves had been accomplished. So we complied with proper MEL procedures to remove 2 panels from aft pit and manually place the vent valves to closed position and removed connectors and replace panels. Only circuit breaker has been pulled in cockpit. Flight had come in from ZZZZ. Callback conversation with reporter revealed the following information: reporter stated the MEL procedure for deferring the aft cargo pit hot air valves requires the manual closing of these two valves and then safety wiring them to maintain the closed position. However; even after manually closing the valves; the ECAM screen still showed them as opened. So he made a special entry in the logbook stating this condition under the MEL.

Title: AN AIRBUS A320 ARRIVED FROM INTL DEST WITH MEL DEFERRAL PROCEDURES NOT COMPLIED WITH. TWO AFT PIT HOT AIR VENT VALVES WERE NOT CLOSED AND SAFETIED AS REQUIRED.
Narrative: INBOUND LOG STATED THAT; REFING A DEFERRED ITEM; 2 VALVES SHOULD BE CLOSED BUT SHOWED OPEN ON ECAM SCREEN. UPON VERIFICATION OF MEL PROCS; WE FOUND NONE OF THE PHYSICAL WORK TO INOP THE 2 VALVES HAD BEEN ACCOMPLISHED. SO WE COMPLIED WITH PROPER MEL PROCS TO REMOVE 2 PANELS FROM AFT PIT AND MANUALLY PLACE THE VENT VALVES TO CLOSED POS AND REMOVED CONNECTORS AND REPLACE PANELS. ONLY CIRCUIT BREAKER HAS BEEN PULLED IN COCKPIT. FLT HAD COME IN FROM ZZZZ. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: REPORTER STATED THE MEL PROCEDURE FOR DEFERRING THE AFT CARGO PIT HOT AIR VALVES REQUIRES THE MANUAL CLOSING OF THESE TWO VALVES AND THEN SAFETY WIRING THEM TO MAINTAIN THE CLOSED POSITION. HOWEVER; EVEN AFTER MANUALLY CLOSING THE VALVES; THE ECAM SCREEN STILL SHOWED THEM AS OPENED. SO HE MADE A SPECIAL ENTRY IN THE LOGBOOK STATING THIS CONDITION UNDER THE MEL.
