Narrative:
I was ojti. My student had departed aircraft X westbound. Aircraft Y called vicinity of torrey pines inbound; and was instructed to fly south of mount soledad for left traffic runway 28L. Aircraft Y did not fly south of mount soledad. While my student was busy with other traffic in delta airspace; aircraft X declared a near midair collision with aircraft Y; 1 mile northeast of mount soledad.have the pilots be more vigilant about looking for traffic out their windows. Have pilots be more compliant and responsive with the instructions we issue to prevent situations such as this.

Title: An MYF Tower Controller reported issuing a VFR route to an inbound aircraft to avoid outbound traffic. The inbound aircraft did not comply with the instruction. The outbound traffic reported a NMAC with the inbound aircraft.
