Narrative:

Leveling off at 5000' while departing jfk the captain increased to 320 KT. Passing through 250 KTS I (the co-pilot) advised him of his increasing speed. His response was that he was more than 12 NM off-shore and could increase speed at will. The captain was unwilling to listen to further comment on the subject. The captain is flying his first 100 hours as captain and this may be a contributing factor that is causing him not to listen to his crew. Direct comment toward his speed in the TCA caused a repeat of his 12 NM off-shore storm and created a hostile cockpit atmosphere.
