Narrative:
On flight an FAA maintenance operations inspector announced he was riding with us from lax to sfo. He inspected the aircraft and logs and then announced that he would need to see our certificates. I told him that since he was not an air carrier qualified inspector and since he was not giving us a check ride I did not consider him authority/authorized to see our certificates. He said the FAA had just changed the rules and had asked him to take on these new duties. I asked him if he had that in writing and he said no. I informed him that I would not show him our certificates on that basis since there was no known guidance for us to do so. He did not persue the issue further but subsequent to our arrival in sfo he reported the incident to my carrier and may have tried to press the issue within the FAA.

Title: ACR LGT CAPT REFUSES TO SHOW AN FAA MAINTENANCE INSPECTOR HIS CERTIFICATES PRIOR TO DEP.
Narrative: ON FLT AN FAA MAINT OPS INSPECTOR ANNOUNCED HE WAS RIDING WITH US FROM LAX TO SFO. HE INSPECTED THE ACFT AND LOGS AND THEN ANNOUNCED THAT HE WOULD NEED TO SEE OUR CERTIFICATES. I TOLD HIM THAT SINCE HE WAS NOT AN AIR CARRIER QUALIFIED INSPECTOR AND SINCE HE WAS NOT GIVING US A CHK RIDE I DID NOT CONSIDER HIM AUTH TO SEE OUR CERTIFICATES. HE SAID THE FAA HAD JUST CHANGED THE RULES AND HAD ASKED HIM TO TAKE ON THESE NEW DUTIES. I ASKED HIM IF HE HAD THAT IN WRITING AND HE SAID NO. I INFORMED HIM THAT I WOULD NOT SHOW HIM OUR CERTIFICATES ON THAT BASIS SINCE THERE WAS NO KNOWN GUIDANCE FOR US TO DO SO. HE DID NOT PERSUE THE ISSUE FURTHER BUT SUBSEQUENT TO OUR ARR IN SFO HE RPTED THE INCIDENT TO MY CARRIER AND MAY HAVE TRIED TO PRESS THE ISSUE WITHIN THE FAA.
