Narrative:
I was on local control and had just taken the position. In the briefing; I was informed that aircraft Y from the north ramp and called the tower phone and asked for a departure. They had no radio or transponder. I was informed they were given runway 14 via taxiway delta and look for the light gun signal. Aircraft X was on a 5 mile final for runway 23 and was already cleared to land.while I was on position; I saw aircraft Y taxiing to runway 14 via delta. Aircraft Y held short of runway 14 and runway 18. Aircraft X was crossing the threshold of runway 23 as aircraft Y proceeded onto runway 14 and runway 18 without being signaled via the light gun. I gave aircraft X instructions to turn right at runway 36 then right at taxiway charlie; hold short of runway 14. I gave the green light to aircraft Y for takeoff. I then noticed aircraft Y start takeoff roll down runway 18 instead of runway 14. I quickly told aircraft X to hold short of runway 18 and hold position; traffic departing runway 18. Once aircraft Y was through the intersection; I gave the taxi instructions for aircraft X to exit the runway.we need to have a better procedure in place for aircraft with no radio. It's too much of a chance with these guys because most of them; from what I've seen in the past; aren't good at following the instructions given. Most takeoff out of uncontrolled airports and aren't familiar with the proper procedures.

Title: HUF Local Controller observed an aircraft departing off a different runway than they were cleared to takeoff from and had to hold another aircraft short of that intersecting runway.
