Narrative:

B707 was on VOR runway 25 approach to cross over the field (low approach) and enter a right downwind for runway 16. BE02 was cleared for takeoff on runway 16 assigned 180 degree heading for separation with the B707 making low approach on runway 25. B707 on a 1 1/2 to 2 mi final runway 25 decides to make a left turn instead of flying his approach. He advised it was to avoid the BE02. The BE02 was already passed (through) the intersection of runways 16 and 25. If the B707 would have continued with the low approach and entered the right downwind to follow another aircraft landing runway 16, I don't feel this situation would have happened.

Title: TWR CTLR CLRS A MIL B707 FOR A LOW APCH OVER AN INTERSECTING RWY, THEN ENTER DOWNWIND, AND RELEASES A COMMUTER BE02 AT THE SAME TIME. THE B707 OBSERVED THE BE02 DEPARTING AND COMMENCED A L TURN TO AVOID THE ACFT. THE CTLR FEELS THAT THE B707 SHOULD HAVE CONTINUED ON THE ORIGINAL CLRNC.

BE02 WAS CLRED FOR TKOF ON RWY 16 ASSIGNED 180 DEG HDG FOR SEPARATION WITH THE B707 MAKING LOW APCH ON RWY 25. B707 ON A 1 1/2 TO 2 MI FINAL RWY 25 DECIDES TO MAKE A L TURN INSTEAD OF FLYING HIS APCH. HE ADVISED IT WAS TO AVOID THE BE02. THE BE02 WAS ALREADY PASSED (THROUGH) THE INTXN OF RWYS 16 AND 25. IF THE B707 WOULD HAVE CONTINUED WITH THE LOW APCH AND ENTERED THE R DOWNWIND TO FOLLOW ANOTHER ACFT LNDG RWY 16, I DON'T FEEL THIS SIT WOULD HAVE HAPPENED.
