Narrative:
On arrival to kansai airport; kansai approach cleared us direct to allan descend to 4000 ft and cleared for ILS 06R. Runway 06R was loaded in the FMS and briefed. Just before janet appr/land was selected. Aircraft autopilot was on. After appr/land was selected the aircraft made a turn to the left. At first I thought it was correcting for the wind; but it turned out the aircraft had tuned and locked on to the localizer for runway 06L even though 06R was loaded in the FMS. Kansai approach called us to confirm that we were cleared for runway 06R. We told them yes and by then I had disconnected the autopilot and correcting back on course. Kansai approach asked us if we had the airport insight we said we did and they cleared us for a visual approach to 06R. The first officer selected 06R in the navigation rad page; but was unable to tune the localizer. A visual approach to landing was made to 06R. Auto flight system failed to tune to the runway loaded in the FMS. Runway 06L had been the runway in use. I wonder if kansai had failed to switch localizer from 06L to 06R.

Title: Air carrier Captain reported entering RJBB Runway 6R into the FMC; but when the approach was armed the autopilot made a turn for Runway 6L. It was noted that the FMC had Runway 6L tuned. Attempts to tune Runway 6R were unsuccessful and a visual approach was accomplished.
