Narrative:
Air carrier X and air carrier Y were being vectored to final approach into buf. Because of unnecessary coordination to effect a hand-off of an aircraft to roc approach, loss of sep occurred between air carrier X and air carrier Y. Buf approach has the unnecessary burden of working aircraft descending from the en route structure from the west into roc airport. Because of poor staffing levels and low morale at roc; there are often excessive coordination antics put on buf to disrupt the flow. I was working a heavy session of arrs into buf when this unneeded coordination distracted me and caused me to miss a turn on with air carrier X. Subsequently sep was lost between air carrier Y and air carrier X. Solution. 1. Stop procedure of buf working roc arrs. 2. Ascertain what roc immediate problems are that are creating a very antagonistic facility. 3. Let cle center work aircraft from en route structure and hand off directly to roc approach. These problems have been brought to the attention of supervision at buf but it has taken an operational error to get management to heed the call.

Title: ACR BEING TURNED ONTO FINAL APCH CAME IN CLOSE PROX TO ANOTHER ACFT RESULTING IN LESS THAN STANDARD SEPARATION.
Narrative: ACR X AND ACR Y WERE BEING VECTORED TO FINAL APCH INTO BUF. BECAUSE OF UNNECESSARY COORD TO EFFECT A HAND-OFF OF AN ACFT TO ROC APCH, LOSS OF SEP OCCURRED BTWN ACR X AND ACR Y. BUF APCH HAS THE UNNECESSARY BURDEN OF WORKING ACFT DSNDING FROM THE ENRTE STRUCTURE FROM THE W INTO ROC ARPT. BECAUSE OF POOR STAFFING LEVELS AND LOW MORALE AT ROC; THERE ARE OFTEN EXCESSIVE COORD ANTICS PUT ON BUF TO DISRUPT THE FLOW. THESE PROBS HAVE BEEN BROUGHT TO THE ATTN OF SUPERVISION AT BUF BUT IT HAS TAKEN AN OPERATIONAL ERROR TO GET MGMNT TO HEED THE CALL.
