Narrative:
Metropolitan 7 departure out of dtw calls for crossing of 10 DME at or above 5000' off of dxo VOR. We were very heavy (7 hours + dtw to fra). I felt we could make restriction even though it would be close. With WX, turbulence and a little windshear on climb, we were about 500' below prescribed altitude (4500' instead of 5000'). Departure control supervisor chewed on us about it. The new metropolitan 7 departure is lousy. It's a trap for pilots! We don't carry engineering charts to fine tune climbs. Under ideal conditions it's close for international departures. This reporter, now, will always tell them (departure control) we cannot meet restriction. The dtw departure procedures need to be redone. This change is a change for the worse from previous procedures. A cle center controller I talked to, agreed.

Title: FLT CREW OF HEAVY WDB UNABLE TO MAKE SID CROSSING RESTRICTION ON CLIMB.
Narrative: METRO 7 DEP OUT OF DTW CALLS FOR XING OF 10 DME AT OR ABOVE 5000' OFF OF DXO VOR. WE WERE VERY HEAVY (7 HRS + DTW TO FRA). I FELT WE COULD MAKE RESTRICTION EVEN THOUGH IT WOULD BE CLOSE. WITH WX, TURBULENCE AND A LITTLE WINDSHEAR ON CLIMB, WE WERE ABOUT 500' BELOW PRESCRIBED ALT (4500' INSTEAD OF 5000'). DEP CTL SUPVR CHEWED ON US ABOUT IT. THE NEW METRO 7 DEP IS LOUSY. IT'S A TRAP FOR PLTS! WE DON'T CARRY ENGINEERING CHARTS TO FINE TUNE CLIMBS. UNDER IDEAL CONDITIONS IT'S CLOSE FOR INTERNATIONAL DEPS. THIS REPORTER, NOW, WILL ALWAYS TELL THEM (DEP CTL) WE CANNOT MEET RESTRICTION. THE DTW DEP PROCS NEED TO BE REDONE. THIS CHANGE IS A CHANGE FOR THE WORSE FROM PREVIOUS PROCS. A CLE CENTER CTLR I TALKED TO, AGREED.
