Narrative:

Mgm approach control issued a clearance to mxf tower of an fgt. The clearance was based on aircraft departing runway 33. Departure instructions were off runway 33 fly runway heading, maintain 10000'. Aircraft was departed off runway 15 instead. Departing runway 15 at mxf crossed mgm's departure corridor (mgm is 5 mi ssw of mxf, mgm VOR is 9 mi ssw of mxf). 3-4 aircraft were in that location. The fgt was stopped at 2500' and turned west. Suggestion: don't allow departures off runway 15--they stop either departures or arrs to mgm. Also, runway 15 straight-out puts you over VOR. Callback conversation with reporter revealed the following: reporter gave ATC experience. He was working flight data position at the time and told milfac controller 3 times to depart the fgt on runway 33. No loss of sep occurred. The radar controller vectored the fgt before a conflict could occur. Incident happened in the TRSA. Problem was brought to the attention of the supervisor and followed up. Milfac ATC officer was notified. Reporter state that they have a lot of problems with milfac.

Title: FGT WAS RELEASED FROM WRONG RWY CAUSING A POTENTIAL PROBLEM WITH ACFT HOLDING AT THE VOR.

Narrative: MGM APCH CTL ISSUED A CLRNC TO MXF TWR OF AN FGT. THE CLRNC WAS BASED ON ACFT DEPARTING RWY 33. DEP INSTRUCTIONS WERE OFF RWY 33 FLY RWY HDG, MAINTAIN 10000'. ACFT WAS DEPARTED OFF RWY 15 INSTEAD. DEPARTING RWY 15 AT MXF CROSSED MGM'S DEP CORRIDOR (MGM IS 5 MI SSW OF MXF, MGM VOR IS 9 MI SSW OF MXF). 3-4 ACFT WERE IN THAT LOCATION. THE FGT WAS STOPPED AT 2500' AND TURNED W. SUGGESTION: DON'T ALLOW DEPS OFF RWY 15--THEY STOP EITHER DEPS OR ARRS TO MGM. ALSO, RWY 15 STRAIGHT-OUT PUTS YOU OVER VOR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR GAVE ATC EXPERIENCE. HE WAS WORKING FLT DATA POS AT THE TIME AND TOLD MILFAC CTLR 3 TIMES TO DEPART THE FGT ON RWY 33. NO LOSS OF SEP OCCURRED. THE RADAR CTLR VECTORED THE FGT BEFORE A CONFLICT COULD OCCUR. INCIDENT HAPPENED IN THE TRSA. PROB WAS BROUGHT TO THE ATTN OF THE SUPVR AND FOLLOWED UP. MILFAC ATC OFFICER WAS NOTIFIED. RPTR STATE THAT THEY HAVE A LOT OF PROBS WITH MILFAC.
