Narrative:
The following event took place during the mid-shift. The runways involved share a hold short line. Aircraft X and aircraft Y both C-130's were working the traffic pattern to runway 30. They were doing night vision goggle work so the runway lights were out. Aircraft Y was cleared for the option and made a full stop. He rolled to the end and was instructed to hold short of runway 8. Now the runways share a hold short line so he should have been clear of runway 30 as well. Aircraft X was cleared for the option on runway 30 and apparently overflew aircraft Y by approximately 100 feet. Apparently aircraft Y was not clear of runway 30. Nothing was mentioned at the time and as far as I knew nothing happened. I am filing this because I just found out about the incident and wanted to make a report while I remember the event. The only change I would have made was to explicitly tell aircraft Y to hold short of both runways.
