Narrative:
Aircraft Y on ILS ry 26R cleared for low approach. Aircraft X in north pattern ry 26R. Told aircraft X extend downwind and report a cessna on a 3 mile final for ry 26R. Aircraft X said he had traffic on short final in sight. I sequenced him number 2 behind the cessna on final runway 26r. The aircraft that he had in site was another high wing aircraft for runway 26L. 20 seconds later aircraft Y asks what is the aircraft on a right base doing. I tell aircraft X to turn back to the downwind. No response. Then tell aircraft Y to turn southbound to avoid the traffic off his right. Aircraft Y turned northbound to avoid the traffic. Aircraft X then responds and said that he thought he was following the aircraft on the short final.I would make sure to clarify that the aircraft they have in sight is the correct aircraft that they are supposed to follow and also by making sure to call their base turn myself.
