Narrative:
I was captain of an air carrier flight ord-pit, on feb/fri/90. I was at FL290 approximately 40 mi northwest of dbj VOR in choppy air. I asked ZOB for a lower altitude due to continuous chop. ZOB's reply was to stand by for lower. At approximately 20-25 mi northwest of cbj VOR, ZOB cleared our flight to 'maintain FL270 and expect FL240, 10 southeast of dbj.' my response was 'roger, descend to FL270, leaving FL290 and expect lower 10 southeast of dbj VOR.' as aircraft was descending thru FL275, ZOB requested my altitude. I replied 'FL275.' his reply was 'you should be at FL290.' he immediately called another air carrier flight and told him to stop his climb. I stopped my descent at FL275 and both the first officer and I visually saw the other flight at 11 O'clock, low (1500 or more), approximately 2-3 mi! Other flight passed below and to our left. ZOB replied 'call sign the clearance to FL270 was for other air carrier.' my response was 'you cleared me XXX to FL270, expect FL240 10 southeast of dbj VOR and that was what I read back to you.' there was no further xmissions concerning the incident and we were given a frequency change. I did complete my descent to FL270 after the other air carrier passed below and to my left.

Title: POTENTIALLY DANGEROUS SITUATION EXISTED WHEN CLRNC ISSUED FOR ONE ACFT WAS GIVEN TO ANOTHER WHICH STARTED A DESCENT THROUGH AN ALT THAT WAS ABOUT TO BE OCCUPIED BY ANOTHER ACFT.
