Narrative:
We were in position and hold on runway 10L. Tower cleared two aircraft to cross our runway to the ramp. Ramp congestion was unusually backed up. The second plane had a hard time clearing the runway. To make matters worse they broke radio contact with the tower prior to reaching their reporting spot with ramp control. The tower tried several times to get a verification that they were clear. Both planes move up slightly and tower controller believed they were clear. We were given the clearance for takeoff we passed V1 and then rotate[d]. As we started to rotate we could now see that the second plane had not cleared the runway. We had the clearance for our wings but the second plane had a high power setting trying to inch up. We were hit by the jet blast at the worst time. The blast yawed our plane violently to the left; I compensated with full right rudder. The plane pivoted on the right main and a second or two later we were airborne. After we climbed to a safe altitude; I informed the controller of this. He apologized and wasn't aware of what transpired. Red stop lights on taxiways and runways like many other airports are doing. They are controlled by sensors and eliminate human error like this.

Title: An EMB175 Captain reported while departing on Runway 10L at PHL of an aircraft that crossed the runway; but had not completely cleared and with power on. Its exhaust blast yawed his aircraft violently immediately prior to liftoff.
