Narrative:

On departure out of pdx we discovered the inboard flaps were down passing 14000 ft. There was no aircraft vibration or warning lights. The flap handle was up, but the inboard gauge read 15 degrees. (Outboard flaps were up with gauge reading up, flaps were overspd.) we reached a speed of 320 KIAS. It was a dawn takeoff, dark cockpit. It was a very insidious overspd -- aircraft felt good and no warning light. Dark cockpit. Flap handle up. Slats had fully retracted and outboard flaps fully retracted. The appropriate abnormal procedures were accomplished and an uneventful landing made at pdx. Maintenance inspected the flaps for overspd. There was no damage. Human factors performance. I should have caught the problem on the after takeoff check. I did the checklist and thought I checked both gauges, obviously not well enough.

Title: FLC OF B727 HAS INBOARD FLAPS FAIL TO RETRACT COMPLETELY BUT SO DOES NOT IMMEDIATELY RECOGNIZE THE PROB. NO WARNING LIGHT ACTIVATED. RESULT IS FLAP OVERSPD ON CLB.

(OUTBOARD FLAPS WERE UP WITH GAUGE READING UP, FLAPS WERE OVERSPD.) WE REACHED A SPD OF 320 KIAS. IT WAS A DAWN TKOF, DARK COCKPIT. IT WAS A VERY INSIDIOUS OVERSPD -- ACFT FELT GOOD AND NO WARNING LIGHT. DARK COCKPIT. FLAP HANDLE UP. SLATS HAD FULLY RETRACTED AND OUTBOARD FLAPS FULLY RETRACTED. THE APPROPRIATE ABNORMAL PROCS WERE ACCOMPLISHED AND AN UNEVENTFUL LNDG MADE AT PDX. MAINT INSPECTED THE FLAPS FOR OVERSPD. THERE WAS NO DAMAGE. HUMAN FACTORS PERFORMANCE. I SHOULD HAVE CAUGHT THE PROB ON THE AFTER TKOF CHK. I DID THE CHKLIST AND THOUGHT I CHKED BOTH GAUGES, OBVIOUSLY NOT WELL ENOUGH.
