Narrative:
I received ATIS and the following clearance: small aircraft X is cleared to eat via the needle five departure as filed, maintain 2000 if not on top by 6 NM report departure control 119.2, squawk AAAA, contact tower on 126.4 when ready.' ground control was contacted and I was cleared to 31R, upon reaching 31R. I contacted tower on 126.4 and was told by them to contact boeing tower on 118.3. Contact was made and takeoff clearance was given. At 2000 I had still not been handed off to departure control. I called the tower and they understood that I was small aircraft twin Y. After we got the aircraft identification worked out, tower told me to return to 31R because I did not have an IFR release. At that time I cancelled IFR but at 2000' I was 200' into the sea TCA, I descended to 1800' and turned eastbound to wenatchee.

Narrative: I RECEIVED ATIS AND THE FOLLOWING CLRNC: SMA X IS CLRED TO EAT VIA THE NEEDLE FIVE DEP AS FILED, MAINTAIN 2000 IF NOT ON TOP BY 6 NM REPORT DEP CTL 119.2, SQUAWK AAAA, CONTACT TWR ON 126.4 WHEN READY.' GND CTL WAS CONTACTED AND I WAS CLRED TO 31R, UPON REACHING 31R. I CONTACTED TWR ON 126.4 AND WAS TOLD BY THEM TO CONTACT BOEING TWR ON 118.3. CONTACT WAS MADE AND TKOF CLRNC WAS GIVEN. AT 2000 I HAD STILL NOT BEEN HANDED OFF TO DEP CTL. I CALLED THE TWR AND THEY UNDERSTOOD THAT I WAS SMA TWIN Y. AFTER WE GOT THE ACFT IDENTIFICATION WORKED OUT, TWR TOLD ME TO RETURN TO 31R BECAUSE I DID NOT HAVE AN IFR RELEASE. AT THAT TIME I CANCELLED IFR BUT AT 2000' I WAS 200' INTO THE SEA TCA, I DESCENDED TO 1800' AND TURNED EBND TO WENATCHEE.
