Narrative:
We were being vectored by pt mugu approach for an ILS to oxnard airport. We were descending to 3300' in a left turn to approximately 190 degree and a single-engined small aircraft type aircraft with fixed gear appeared in our right forward windshield who appeared to turn towards us. At the time we were descending into a haze layer. The subject aircraft continued to turn towards us and we tightened our turn to the left and lost altitude as rapidly as possible. The aircraft passed behind and to our right. We did not see evidence of him taking evasive action. The frequency was congested so we didn't advise pt mugu of the circumstances. The color of the aircraft was noted. Traffic of unknown altitude had been pointed out to us by mugu approach in that area but we had not located him visually.
