Narrative:

Norcal assigned us an altitude descend to 3400 feet and speed 250 knots. Since 4000 feet was the bottom of the class B shelf we told ATC that we were unable to maintain that speed due to far restrictions. I leveled off at 4000 feet and maintained a speed of 250 knots until I received a new clearance. Our new clearance was speed pilot's discretion; and descend and maintain 3400 feet. I then slowed to 200 knots at 4000 feet and began my descent to 3400 feet.ATC norcal not aware of their class B layers and speed limits in respect to those layers.abolish the 200 knot speed limit for all IFR aircraft on approach control or on an arrival below class B shelf. There are too many airports we fly to that contain 'class B gotchas'.
