Narrative:

I initiated a normal takeoff on runway 31 but had not noticed another aircraft (small aircraft Y) in the pattern on a long final. This was primarily due to haze. I was unaware that the other aircraft was around until about 15-20 seconds after I rotated and was about 100-150' AGL. The other aircraft, small aircraft Y, passed by my right wing about 50' away at my altitude or slightly below, pulled directly in front of me and climbed back up to reenter the pattern. I was rocked by his wake turbulence. My speed was about 70 KTS and his about 120 KTS (he did a buzz job). Emphasize use of landing lights on final approach, especially on hazy days. During pilot training, emphasize that emotional outbursts leading to reckless flying not be allowed to take place.

Title: NMAC BETWEEN 2 SMA'S AT UNCONTROLLED ARPT, AGGRESSIVE BEHAVIOR EXHIBITED BY PLT OF OVERTAKING ACFT.

Narrative: I INITIATED A NORMAL TKOF ON RWY 31 BUT HAD NOT NOTICED ANOTHER ACFT (SMA Y) IN THE PATTERN ON A LONG FINAL. THIS WAS PRIMARILY DUE TO HAZE. I WAS UNAWARE THAT THE OTHER ACFT WAS AROUND UNTIL ABOUT 15-20 SECS AFTER I ROTATED AND WAS ABOUT 100-150' AGL. THE OTHER ACFT, SMA Y, PASSED BY MY RIGHT WING ABOUT 50' AWAY AT MY ALT OR SLIGHTLY BELOW, PULLED DIRECTLY IN FRONT OF ME AND CLBED BACK UP TO REENTER THE PATTERN. I WAS ROCKED BY HIS WAKE TURB. MY SPD WAS ABOUT 70 KTS AND HIS ABOUT 120 KTS (HE DID A BUZZ JOB). EMPHASIZE USE OF LNDG LIGHTS ON FINAL APCH, ESPECIALLY ON HAZY DAYS. DURING PLT TRNING, EMPHASIZE THAT EMOTIONAL OUTBURSTS LEADING TO RECKLESS FLYING NOT BE ALLOWED TO TAKE PLACE.
