Narrative:
Aircraft X checked on my frequency. A controller change was conducted and a complete briefing was conducted but not recorded. The new controller cleared the aircraft for a visual approach but did not verify that the aircraft had the ATIS and the notams for the airport. The controller gave the aircraft a frequency change to unicom and instructions to cancel their IFR flight plan on the ground. A controller change was conducted. The aircraft called me from the ground and cancelled his IFR flight plan. It was brought to my attention a week and a half later that the flight crew did not check the notams and did not listen to the ATIS. The aircraft tried to land on a closed runway; executed a missed approach; went around and landed on the open runway.I recommend that controllers record all briefings and verify to all aircraft on approach they have the notams and the ATIS for the airport.
