Narrative:
Clearance received: depart northwest on 328 degree right to linden, maintain 5000', expect 350 10 mins after departure, departure frequency 118.95, squawk 2440. During pre-departure briefing (copilot's leg) discussed departure and referred to company special page (dca) 10-10A. Agreed we were making low visibility departure (see bullet 3). Presumed this to mean ATC (i.e., departure control) would call our turn to intercept 328 degree right/dca. After takeoff, switched to departure. Departure said 'radar contact.' since he didn't say 'turn,' we asked if he wanted us to maintain heading. No answer. Called and asked again about 10 seconds later if departure wanted us on runway heading. Said we weren't supposed to be on runway heading and gave us turn to heading 300 or 330 degrees at approximately 3.4 DME. Then departure cleared us to proceed direct linden before we reached 328 degree right. After further review of commercial pages we noted an apparent conflict between company 10-10A (12/22/89) and 10-9A (9/22/89). Submitted correcting form to company.
