Narrative:
The lws VOR was OTS and we were waiting for our IFR clearance to boi. ATC issued us a SID (the lws 2 departure) to boi. I refused the clearance because of the VOR being OTS. ATC said, 'well we just need you northeast of the airport for inbound traffic.' I requested runway heading (we were departing runway 08 at lws) and ATC complied. We departed runway heading. (Our original clearance was to fly the lws 2 departure V253 to boi). We were told to contact ZSE and we did. Center asked us if we were on V253 and we said, 'negative, runway heading, ' and that to be advised that the lws VOR was OTS. We requested a radar vector direct to boi and center complied. In summary I thought it was odd that ATC would issue us a SID with the primary NAVAID OTS. I also think the communication should have been more clear between ZSE and lws tower that the VOR was OTS.

Title: CTLR FAILED TO ISSUE CORRECT DEP PROC WITH VOR OUT OF SERVICE.
Narrative: THE LWS VOR WAS OTS AND WE WERE WAITING FOR OUR IFR CLRNC TO BOI. ATC ISSUED US A SID (THE LWS 2 DEP) TO BOI. I REFUSED THE CLRNC BECAUSE OF THE VOR BEING OTS. ATC SAID, 'WELL WE JUST NEED YOU NE OF THE ARPT FOR INBND TFC.' I REQUESTED RWY HDG (WE WERE DEPARTING RWY 08 AT LWS) AND ATC COMPLIED. WE DEPARTED RWY HDG. (OUR ORIGINAL CLRNC WAS TO FLY THE LWS 2 DEP V253 TO BOI). WE WERE TOLD TO CONTACT ZSE AND WE DID. CENTER ASKED US IF WE WERE ON V253 AND WE SAID, 'NEGATIVE, RWY HDG, ' AND THAT TO BE ADVISED THAT THE LWS VOR WAS OTS. WE REQUESTED A RADAR VECTOR DIRECT TO BOI AND CENTER COMPLIED. IN SUMMARY I THOUGHT IT WAS ODD THAT ATC WOULD ISSUE US A SID WITH THE PRIMARY NAVAID OTS. I ALSO THINK THE COM SHOULD HAVE BEEN MORE CLR BETWEEN ZSE AND LWS TWR THAT THE VOR WAS OTS.
