Narrative:

Air carrier X requested climb from FL290 to FL330 due to turbulence. It was a busy sector so I asked pilot if he could be level in 3 mins. Pilot responded, 'no problem.' issued a climb clearance using prescribed phraseology for pilot to be level in 3 mins or less and issued current time. Air carrier X acknowledged. Took handoff on air carrier Y opp direction and latitude offset at FL310, coming from mia ARTCC. Air carrier X handed off to mia ARTCC. Mia controller requests air carrier X on heading 100 degrees to go around air carrier Y. Issued turn to air carrier X. Air carrier X acknowledged but did not turn and sep was lost for approximately 20 seconds. Pilot should have initiated turn but did not until level FL330.
