Narrative:
Small aircraft X landed runway 16. At the runway intersection the pilot west/O request or approval turned right onto runway 13 and taxiied approximately 200'. The local controller asked if he was aware he had taxiied onto another runway. The pilot responded 'I was looking for the (FBO) building. I need to change out a transponder in an aircraft in that area.' then he said 'sorry about that'. This incident was not reported to the facility manager. She refuses to follow-up on them and normally disciplines the controllers with the idea the controller should have been able to prevent the incident.

Title: SMA CROSSED RWY WITWHOUT CLRNC FROM TWR.
Narrative: SMA X LANDED RWY 16. AT THE RWY INTXN THE PLT W/O REQUEST OR APPROVAL TURNED R ONTO RWY 13 AND TAXIIED APPROX 200'. THE LCL CTLR ASKED IF HE WAS AWARE HE HAD TAXIIED ONTO ANOTHER RWY. THE PLT RESPONDED 'I WAS LOOKING FOR THE (FBO) BUILDING. I NEED TO CHANGE OUT A TRANSPONDER IN AN ACFT IN THAT AREA.' THEN HE SAID 'SORRY ABOUT THAT'. THIS INCIDENT WAS NOT RPTED TO THE FAC MGR. SHE REFUSES TO FOLLOW-UP ON THEM AND NORMALLY DISCIPLINES THE CTLRS WITH THE IDEA THE CTLR SHOULD HAVE BEEN ABLE TO PREVENT THE INCIDENT.
