Narrative:
Aircraft X weather recon aircraft was working in an altrv (altitude reservation) which was precoordinated and approved by ZOA at 050b100 in a 5800 mia (minimum IFR altitude). The 5800 mia is also over the ocean which has no terrain. I approved aircraft X to work in the altrv but I was also under the assumption that the altrv was created with some sort of rule whether aircraft X was flying due regard or something.need to have more accurate mia/MVA. There is no terrain to avoid over the ocean.

Title: HCF Controller reported of an aircraft in an ALTRV (Altitude Reservation) that had a block altitude below the MIA. The area was over the ocean.
Narrative: Aircraft X weather recon aircraft was working in an ALTRV (Altitude Reservation) which was precoordinated and approved by ZOA at 050B100 in a 5800 MIA (Minimum IFR Altitude).
