Narrative:
I was instructing in small transport X (approach speed 65 KTS), a twin. Returning to airport entered final as instructed and reported doing so. Later small aircraft Y was instructed to follow us. That pilot apparently reported not seeing us. My student was flying a visibility approach to runway 8, but G/south and localizer were tuned in and approximately centered. On about a 4 mi final suddenly saw landing gear in our wind shield as small aircraft Y passed overhead. I advised tower that small aircraft Y missed us by less than 100' (probably 50-75'). Small aircraft Y was at least 25 KTS faster than us (he later stated to me that he was doing 90-95 KTS on final). Small aircraft Y turned slightly left of center (ahead of us) and stated he now saw us. We landed with small aircraft Y landing later (he was sent around). On ground I mentioned that we would file (a report) and the tone of the girl working ground was nonchalance. After shutting down I called the watch supervisor on duty (fxe is a full-level tower handling both VFR and IFR traffic) and, although courteous, he disclaimed any responsibility ('we are only advisory') and toned down only when I reminded him that I had been a controller, albeit many yrs ago. He then took a statement apparently filling out a form. I spoke to the small aircraft Y pilot later and he said he never saw me until he had passed us and center turned him directly over me on final. That latter would be impossible due to airspds (ours 65 KTS his 90-95 KTS) since he reported in before the incident, was told to follow us and acknowledged that he had no contact. There was a fatal midair in the pattern at a nearby airport a few days before. The attitude of the controllers does not lead to improved safety or lower the chances of the same thing happening here.

Title: SMA Y FAILED TO FOLLOW ATC INSTRUCTIONS, PLT DEVIATION. NMAC.
Narrative: I WAS INSTRUCTING IN SMT X (APCH SPD 65 KTS), A TWIN. RETURNING TO ARPT ENTERED FINAL AS INSTRUCTED AND RPTED DOING SO. LATER SMA Y WAS INSTRUCTED TO FOLLOW US. THAT PLT APPARENTLY RPTED NOT SEEING US. MY STUDENT WAS FLYING A VIS APCH TO RWY 8, BUT G/S AND LOC WERE TUNED IN AND APPROX CENTERED. ON ABOUT A 4 MI FINAL SUDDENLY SAW LNDG GEAR IN OUR WIND SHIELD AS SMA Y PASSED OVERHEAD. I ADVISED TWR THAT SMA Y MISSED US BY LESS THAN 100' (PROBABLY 50-75'). SMA Y WAS AT LEAST 25 KTS FASTER THAN US (HE LATER STATED TO ME THAT HE WAS DOING 90-95 KTS ON FINAL). SMA Y TURNED SLIGHTLY LEFT OF CENTER (AHEAD OF US) AND STATED HE NOW SAW US. WE LANDED WITH SMA Y LNDG LATER (HE WAS SENT AROUND). ON GND I MENTIONED THAT WE WOULD FILE (A RPT) AND THE TONE OF THE GIRL WORKING GND WAS NONCHALANCE. AFTER SHUTTING DOWN I CALLED THE WATCH SUPVR ON DUTY (FXE IS A FULL-LEVEL TWR HANDLING BOTH VFR AND IFR TFC) AND, ALTHOUGH COURTEOUS, HE DISCLAIMED ANY RESPONSIBILITY ('WE ARE ONLY ADVISORY') AND TONED DOWN ONLY WHEN I REMINDED HIM THAT I HAD BEEN A CTLR, ALBEIT MANY YRS AGO. HE THEN TOOK A STATEMENT APPARENTLY FILLING OUT A FORM. I SPOKE TO THE SMA Y PLT LATER AND HE SAID HE NEVER SAW ME UNTIL HE HAD PASSED US AND CENTER TURNED HIM DIRECTLY OVER ME ON FINAL. THAT LATTER WOULD BE IMPOSSIBLE DUE TO AIRSPDS (OURS 65 KTS HIS 90-95 KTS) SINCE HE RPTED IN BEFORE THE INCIDENT, WAS TOLD TO FOLLOW US AND ACKNOWLEDGED THAT HE HAD NO CONTACT. THERE WAS A FATAL MIDAIR IN THE PATTERN AT A NEARBY ARPT A FEW DAYS BEFORE. THE ATTITUDE OF THE CTLRS DOES NOT LEAD TO IMPROVED SAFETY OR LOWER THE CHANCES OF THE SAME THING HAPPENING HERE.
